A formal outline classifies the issues of your study. It should be written into clear logical categories. You should start out by listing your major categories and subtopics.
After you have the what (subject) you move on to the who. example: what: banks who: Chase
Chase has many banks across the United States.
General ideas.
People, places, things, events.
